Oander are proud to have provided Contract Administration and Principal Designer (CDM) services on the reconstruction of 63–86 Rowe Court in Reading — a project that represents both a sensitive and significant redevelopment following the tragic arson attack in December 2021.

The incident led to the complete loss of the original apartment block, in which some individuals sadly lost their lives. The remaining structure was deemed unsafe and required full demolition. This reconstruction marks an important milestone for the affected residents and the wider community, symbolising renewal, safety, and resilience.


Project Background

The freeholder, Long Term Revisions (Torquay) Limited, part of the Regis Group, initiated the redevelopment, which was fully funded through their insurance policy. The new building delivers 24 high-quality apartments designed and constructed to meet the latest building regulations and national safety standards.

With planning approval granted in March 2023, and following a competitive tender process issued in July 2023, Buxton Building Contractors Limited were appointed as Principal Contractor (Design & Build) in March 2024, with construction commencing the following month. Completion and handovers to leaseholders were completed in October 2025.


Scope of Works

The project involved the completion of the design and construction of a new four-storey apartment block, providing 24 modern homes. The chosen construction methodology comprised a steel frame structure, pre-cast concrete planks and SFS infill panels with an external masonry façade that is both durable and visually sympathetic to the surrounding environment.

The works also included the integration of new drainage and utility services, soft and hard landscaping, and improved cycle parking provisions, helping to enhance the environmental performance and usability of the site.

While much of the former building’s ground-level structure had already been removed, additional foundations were excavated to accommodate a slightly enlarged building footprint, ensuring a solid and compliant base for the new structure.


Design and Compliance

Safety and compliance have been central to every design decision. The new development incorporates robust fire safety measures, including full compartmentation, a non-combustible façade, and design elements ensuring M4(2) accessibility and compliance with Nationally Described Space Standards.

Architectural design has been led by Wimshurst Pelleriti, acting as both Architect and Principal Designer (Building Safety Act), ensuring that the project not only meets technical requirements but also delivers a welcoming and well-considered environment for future residents.


Oander’s Role

As both Contract Administrator and Principal Designer (CDM), Oander were responsible for overseeing contractual performance, ensuring compliance with design and safety legislation, and maintaining effective communication between the project team members throughout delivery.

Our involvement focused on ensuring that the project progressed safely, efficiently, and in accordance with the client’s objectives — supporting a successful outcome for all stakeholders involved.
